Based on this fact we can exclude Mr. Doug Emhoff as adviser. All and any other residents or worker of this property basically will have knowledge as do not disturb during the conference. While Kenneth Graham was talking about the importance of keeping an eye on those areas, Harris covered her mouth with her hands and muttered what appears to be something like “live that is” or rather “live broadcast” before jumping back into the conversation to ask Graham a question about how powerful the storm might end up being. While Trump campaign also highlighted this clip, claiming that an aide was feeding her questions turning away the attention from real issue as who is on the other side of the spy device, autocue or teleprompter?
Contemplating this issue, we have to agree that the person had no clue as what kind conference that briefing was. It will be an individual that more likely were contacted over the phone by Vice President of the United States Kamala Harris to cover her inability as participation in this briefing conference or simply for further instruction.

Joe Biden nor Vice President of the United States Kamala Harris is running the
United States of America.
From the gaffe before at Flint NC rally we can assume that it is a team 24/7 serving Vice President of the United States Kamala Harris as she has repeat thereafter the team incoherently a statement … quote; “OK, we have some business to do” as the team then were implemented toggle to secure Bluetooth connection at Flint NC. At this time judging the questions … it seems that the team has quoted some emergency behavior in crisis adjusted to the televise conference.
